Sorry, but thats how it is. Already had a lot discussions about this topic. I had a car for spare parts and changed a lot of things...nothing!

If water and oil are OK, then wiring should be faulty...

you could have a try:
Open the pressure screw, put car on high and start the engine.
Let it idle for a while and turn the steering wheel, then close pressure screw.
Should be no air in the system/pump now.
If problem still exists you really could have a faulty fdv.
